Esta dissertaÃÃo trata da criaÃÃo, implantaÃÃo e gestÃo da Reserva Extrativista do Batoque, primeira reserva nessa categoria criada no Estado do CearÃ. Localizada no municÃpio de Aquiraz/Ce, a reserva foi instituÃda nÃo com o intuito de extraÃÃo e coleta, objetivo da criaÃÃo das Reservas Extrativistas, mas como forma de proteger a populaÃÃo da especulaÃÃo imobiliÃria e garantir a posse da terra para os moradores locais. Esta pesquisa teve como objetivo analisar atà que ponto a criaÃÃo da Reserva Extrativista proporcionou condiÃÃes naturais e sociais adequadas para o desenvolvimento da populaÃÃo que nela habita. O trabalho teve suas bases fundamentadas na anÃlise sistÃmica; atravÃs dos procedimentos tÃcnicometodolÃgicos foi possÃvel a elaboraÃÃo de tabelas, grÃficos e quadros-sÃnteses, alÃm da confecÃÃo de trÃs mapas, ambos na escala de 1:15.000 (mapa de unidades geoambientais, com suas formas de uso e ocupaÃÃo, mapa de impactos ambientais e mapa de proposta de zonas adequadas para a reserva). Como resultado da pesquisa, consideramos que a criaÃÃo da reserva assegurou a posse da terra aos moradores locais, diminuiu os conflitos existentes e ainda poderà proporcionar condiÃÃes naturais e sociais à populaÃÃo local, com a efetivaÃÃo e funcionamento do plano de manejo para a reserva. PorÃm, podemos perceber que os objetivos referentes Ãs unidades de uso sustentÃvel, ainda nÃo se configuram na reserva do Batoque, onde as condiÃÃes ambientais se mostram com alguns problemas em relaÃÃo ao uso e ocupaÃÃo, apontando para impactos que interferem diretamente na dinÃmica e na conservaÃÃo da natureza na reserva. Fica evidente a necessidade do desenvolvimento de âpolÃticas de transiÃÃoâ, para que a comunidade adapte suas atividades à nova realidade que se configura dentro da reserva. Ao tÃrmino da pesquisa, foram lanÃadas algumas propostas de uso e manejo adequados para cada unidade estabelecida, que, aplicadas atravÃs de um plano de aÃÃo, poderÃo possibilitar um melhor ordenamento das atividades desenvolvidas na Reserva Extrativista do Batoque.
This dissertation discusses the creation, implantation and management of extractive reserve from Batoque, which is the first reserve in this category in Cearà State. Taking place in Aquiraz, the reserve was instituted focusing to protect the local people from the real estate speculation and guaranteed the property of the land to them, instead of the activities of extraction and collection that is the main objective of the creation of this kind of reserve. The objective of this research is to analyze how the creation of the reserve brought better natural and social conditions to the development of the population that live the re. The work is based in the system analysis, through technical methodology had become possible to elaborate tables, graphs and pictures-synthesis, beyond confection of three maps, all of them in the 1:1.500 scale (map of geo environmental units with their forms of use and occupations, map of environmental impacts and another map considering adjusted zones for the reserve). As result, we can say that the creation of the reserve guaranteed the property of the land to the local inhabitants, minimized the conflicts that exist there, and it will be able to provide better natural and social conditions for the local people when in fact, the plan of handling for the reserve starts to work. However, we may realize that the objective related to the sustainable units of use havenât been configured in the reserve yet, and its environmental conditions show that there are some problems related to the form of use and occupation, pointing to impacts which influence directly the dynamics and the conservation of the nature in Batoque. The development of âtransitions politicsâ is necessary, in order to adapt the activities of the community the new reality of the reserve. In the ending of the research, some ideas of adjusted use and handling for each established unit had been proposed, which, through an act plan, will be able to make possible a better order of the activities developed in the extractive reserve from Batoque.
