Doutor em Ciência da Informação pela Escola de Ciência da Informação da Universidade Federal de Minas Gerais, possui graduação em Biblioteconomia pela Universidade Federal de Minas Gerais. É Professor Adjunto IV do Departamento de Ciência da Informação da Universidade Federal do Rio Grande do Norte e docente permanente do Programa de Pós-Graduação em Gestão da Informação e do Conhecimento da mesma Universidade. Tem como principais áreas de interesse: Informação nos ambientes das Organizações Internacionais; Gestão da Informação Pública; Fluxos de Informação; Direito à Informação e Transparência Pública. É Coordenador do Curso de Especialização em Gestão Documental da UFRN e do Grupo de Estudos "Informação nas Organizações Públicas e Governamentais"

PhD in Information Science from the School of Information Science, Federal University of Minas Gerais, has a degree in Library Science from the Federal University of Minas Gerais. Nowadays is a Adjunct Professor at the Information Science Department of the Federal University of Rio Grande do Norte, acts on the analysis of informational flows and procedures produced by processes monitoring ofimplementation of International Conventions on Human Rights. Currently developing a research project on the informational dimension in the process of monitoring the implementation of the Convention on the Elimination of the worst forms of child labor of the International Labour Organization-ILO (Convention No. 182) through a comparative perspective between member-states. Main fields of interest: information on environments of International Organizations, Management of Public Information; Information Flows; International Law of Human Rights and Rights of the Child. He is Coordinator of the Study Group of Information in Governmet Organizations
