Rafael Barreto Souza

He holds a law degree from the Federal University of Ceará, and two master's degrees, one in Law from the Federal University of Ceará, and another in Development Studies from the Institut de Hautes Études Internationales and du Développement - IHEID / Geneva. He is currently an assistant professor at the Institute of Higher Education of Brasília - IESB, as well as an consultant to the International Bar Association - IBA. Has experience in the area of ​​Human Rights, Public Policy, Criminology, Child Law and Prevention of Torture. Member of the National Network of Advocates and Popular Lawyers - RENAP / DF. Member of the research group on Childhood and Adolescence Law, Guarantee of Rights and Socioeducation, of IESB and Secretariat of the Child of the Federal District. He was an expert and coordinator of the National Mechanism for Preventing and Combating Torture - MNPCT (2016-2018). He was a Fellow at the Inter-American Commission on Human Rights (2015) and consultant for the United Nations High Commissioner for Refugees (2015).

Possui graduação em Direito pela Universidade Federal do Ceará, e dois mestrados, um em Direito pela Universidade Federal do Ceará, e outro em Development Studies pelo Institut de Hautes Études Internationales e du Développement - IHEID/Genebra. Foi consultor jurídico do Instituto de Direitos Humanos da International Bar Association - IBAHRI. Coordenou a pesquisa nacional "Diagnóstico da Política de Atendimento Socioeducativo de Meio Aberto", em 177 municípios, promovida pela Visão Mundial e GAJOP. Tem experiência na área de Direitos Humanos, Políticas Públicas, Criminologia, Direito da Criança e do Adolescente e Prevenção à Tortura. Membro articulador da Rede Nacional de Advogados e Advogadas Populares ? RENAP/DF. Pesquisador do Laboratório de Gestão de Políticas Penais da Universidade de Brasília (LabGEPEN). Foi fellow na Comissão Interamericana de Direitos Humanos (2015) e consultor do Alto Comissariado das Nações Unidas para Refugiados (2015).
