Doutor e Mestre em Ciência Política pela USP com sanduíche na Columbia University of New York (EUA). Graduado em primeiro lugar em Ciências Sociais pela Universidade Estadual de Campinas (UNICAMP), com intercâmbio no Goldsmiths College at the University of London (Reino Unido). Pesquisador no Escritório da ONU para a Prevenção de Genocídio e Responsabilidade de Proteger, e autor do relatório "Making Atrocity Prevention Effective" apresentado à Assembleia Geral da ONU em 2018. Duas vezes Representante da International Studies Association (ISA) na ONU em Nova York e Genebra. Foi pesquisador visitante no Institute of Latin American Studies (Columbia University) em 2014/5. Pesquisador visitante no Saltzman Institute of War and Peace Studies (Columbia University) em 2017/8. Pesquisador visitante associado na University of Ottawa (Canadá) em 2017, na Central European University (Hungria) em 2017, e na University of Antwerp (Bélgica) em 2019. Membro do thinking tank europeu Friends of Europe (Bélgica). Foi pesquisador-colaborador do INCT-INEU. Foi pesquisador voluntário na Comissão Nacional da Verdade. De 2013 a 2016, foi Coordenador Discente do Grupo de Trabalho em Relações Internacionais do Fórum Brasileiro de Pós-Graduação em Ciência Política. Foi Coordenador do Grupo de Trabalho em Proteção de Civis da Rede Brasileira de Pesquisa sobre Operações de Paz (REBRAPAZ) de 2016 a 2021. Desde 2022, membro do Grupo de Pesquisa sobre Ética, Direitos Humanos e Inteligência Artificial (EDHIA) pela Escola Nacional de Defensoria Pública da União (ENADPU). E é membro do time de especialistas do Carnegie Council for Ethics and International Affairs. Co-fundador e Produtor Executivo do projeto Resistir com Arte, no Memorial da América Latina. Instrutor-colaborador junto às Forças Armadas do Brasil para treinamento em operações de paz. He is a researcher at the "Atrocity Preventions Responsibility to Protect" project between the Columbia Global Policy Initiative (CGPI) and the United Nations Office on Genocide Prevention and the Responsibility to Protect. ISA's Additional Representative at the United Nations (UN) in New York (2014 and 2017) and Geneva (2017). He was a Visiting Research Fellow at the Centre for International Policy Studies (CIPS) at University of Ottawa (Canada), and a visiting student at Central European University (Hungary) in 2017, and at the University of Antwerp (Belgium) in 2019. Member of the DS+ group at the Friends of Europe. President of the General Assembly and Coordinator of the Working Group on Protection of Civilians at the Brazilian Research Network in Peace Operations (REBRAPAZ).
