Professor and Associate Researcher at the China Institute of Boundary and Ocean Studies, Wuhan University (武汉大学中国边界与海洋研究院), Wuhan, China. He visited Marine and Environmental Law Institute, Schulich School of Law, Dalhousie University, Halifax, Canada, as a Post-Doctoral Scholar (2012-2013). PhD in International Law (Federal University of Pernambuco, 2008). MSc. in History (Federal University of Rio Grande do Sul, 2002). Graduated (lato sensu) in Political Science (Federal University of Pelotas, 2000) and Bachelor of Laws (Federal University of Pelotas, 1999). He attended the Rhodes Academy of Oceans Law and Policy (19th Session, 2014) and the Summer Academy at the International Tribunal for the Law of the Sea - Uses and Protection of the Sea: Legal, Economic and Natural Science Perspectives (9th Session, 2015). He has published several in the main scientific journals dealing with law of the sea and marine policy, including: International Journal of Marine and Coastal Law, Marine Policy, Ocean and Coastal Management, Ocean Development and International Law, and Ocean Yearbook. He is the author of the book 'O Brasil e o Direito Internacional do Mar Contemporâneo: Novas Oportunidades e Desafios' (São Paulo: Almedina, 2015). At the CIBOS he lectures International Law of the Sea in the graduate program and also does researches on Law of the Sea and International Law.
