Doutor em Políticas Públicas, Estratégias e Desenvolvimento pelo Instituto de Economia da Universidade Federal do Rio de Janeiro (IE/UFRJ), com períodos sanduíche no Latin American Centre da University of Oxford e no Instituto de Estudos Políticos de Paris (Sciences Po). Possui mestrado em Direito Constitucional e Teoria do Estado pela Pontifícia Universidade Católica do Rio de Janeiro (PUC-Rio), onde também se graduou em Direito. É Especialista em Argumentação Jurídica pela Universidade de Alicante (Espanha) e pós-graduado em Direito Processual Constitucional pela Universidade do Estado do Rio de Janeiro (UERJ). Tem experiência na área de Direito e Políticas Públicas, atuando nos temas "Direito Administrativo", "Métodos e Técnicas de Pesquisa Empírica em Direito" e "Sistemas de Justiça e Segurança Pública". Foi Chefe de Gabinete da Presidência do Instituto de Pesquisa Econômica Aplicada (IPEA), onde integra a carreira de Planejamento e Pesquisa, além de Coordenador de Estudos de Regulação e também Coordenador de Estudos e Políticas do Estado e da Democracia. Atualmente é Coordenador da área de Justiça e Segurança Pública do IPEA, no Rio de Janeiro, e professor convidado de cursos do Instituto de Direito da PUC-Rio.
PhD in Public Policy, Strategies and Development from the Economics Institute of the Federal University of Rio de Janeiro (IE/UFRJ), with sandwich periods at the Latin American Center of the University of Oxford and at the Institute of Political Studies of Paris (Sciences Po). He holds a master's degree in Constitutional Law and Theory of the State from the Pontifical Catholic University of Rio de Janeiro (PUC-Rio), where he also graduated in Law. He is a Specialist in Legal Argumentation from the University of Alicante (Spain) and has a postgraduate degree in Constitutional Procedural Law from the State University of Rio de Janeiro (UERJ). He has experience in the area of Law and Public Policy, working on the themes "Administrative Law", "Methods and Techniques of Empirical Research in Law" and "Justice Systems and Public Security". He was Chief of Staff of the Presidency of the Institute of Applied Economic Research (IPEA), where he integrates the Planning and Research career, as well as Coordinator of Regulation Studies and also Coordinator of Studies and Policies of the State and Democracy. He is currently Coordinator of the Justice and Public Security area at IPEA, in Rio de Janeiro, and invited professor of courses at the Institute of Law at PUC-Rio.
