Ph.D. in Sustainable Management Systems (PPSIG-UFF), Master in Business Administration (UNESA), Graduated in Chemical Engineering (UFF), with experience in the areas of Project Management, Risk Management, Defense & Security, Logistics, and Information Technology, specifically in areas related to information systems, Integrated Logistic Support, maintenance and production in alcohol distilleries, food industries, and oils & lubricants. He has an MBA in project management, PMP certification (PMI), a postgraduate degree in analysis, design, and management of systems, and a specialization in Environmental Risk Analysis (UFF/PROMINP). Adjunct Professor at the Federal University of Rio de Janeiro, Captain-of-Sea-and-War of the Remunerated Reserve of the Corps of Engineers of the Brazilian Navy, held the position of Technical Superintendent in the Program of Reequipment of the Navy in the Directorate General of Material of the Navy (DGMM), Head of the Software Maintenance Department at the Operating Systems Support Center (CASOP), Project Manager at the Navy Administration Board (DAdM) and Assistant to the Technical Division and Supply Division of the Navy Fuels in Rio de Janeiro (DepCMRJ). He taught as a guest professor in the Execution and Control of Projects course in the Public Project Development Update course at the Getúlio Vargas Foundation, as a guest professor in the Strategic Planning discipline at the Higher Course of the Fire Department of the State of Rio de Janeiro (CBMERJ), as guest professor of Information Technology Management in the Military Police Officer Improvement course (CAO/QOPM/QOA), as professor of Project Management at the Almirante Newton Braga Instruction and Training Center (CIANB), as professor of HR Management and Stakeholder Management in the Postgraduate Specialization Course in Information Technology, Business and Project Management (TIGNP) at UERJ, as external professor of Risk Management in the MBA course of Project Management at UNESA and as a visiting professor of the Stakeholder Management discipline at UNIFOA. He worked as a Quality Management instructor in the graduation course in Technologist in Logistics at SENAC -RJ and as Project Development in the Officer Improvement course (CAO/QOPM/QOA) at the Escola Superior da Polícia Militar do Rio de Janeiro. In Computer Science, he has experience with the implementation and maintenance of systems and data networks, having participated in several projects involving the development and integration of Digital Operating Systems and Administrative Systems.
Possui graduação em Engenharia pela Universidade Federal Fluminense (1985), mestrado em Administração e Desenvolvimento Empresarial pela Universidade Estácio de Sá (2011) e doutorado em Sistemas de Gestão Sustentáveis pela Universidade Federal Fluminense (2019). Atualmente é filiado e voluntário do Project Management Institute capítulo Minas Gerais, certificado SFC (Scrum Study) e certificado Project Management Professional (PMP), professor do magistério superior da Universidade Federal do Rio de Janeiro. Tem experiência na área de gestão, atuando principalmente nos seguintes temas: Informática, gerenciamento de projetos, gerenciamento de riscos em projetos, gestão da manutenção, ISO 13.009:2015 e simulação.
