Master in Management Systems from the Fluminense Federal University (UFF, 2022). Specialist in Public Ombudsman (Verbo Educacional, 2022), Civil Procedural Law (UFC, 2001) and Labor Law (UNIFOR, 1999). Graduated in Law from the Federal University of Ceará (UFC, 1998). Advisor to the Executive Board of the College of Electoral Justice Ombudsmen - COJe (2022). Member of the Brazilian Association of Ombudsmen/Ombudsmen (ABO Nacional). Effective server of the Regional Electoral Court of Ceará, having occupied the functions of head of the Electoral Statistics Section, Legal Advisor to the Vice-Presidency, Secretary of Corregedoria, Chief Advisor of the Ombudsman and currently assistant manager of the Nucleus for Research and Advanced Electoral Studies . He was a member of the National Electoral Registry Study Group (TSE, 2005-2011) and advised on the creation of the College of Electoral Justice Ombudsmen (COJe, 2011-2013). He has experience in Public Law, with emphasis on Electoral Law and Process and Fundamental Rights, working in the areas of: Electoral Law; Information Management (GI); Participatory Public Management; Participatory Democracy; Access to Information, Transparency and Social Control in Public Administration; Public Ombudsman; Management Systems, Organizations and Strategy.

Sócio efetivo da Associação Brasileira de Ouvidores/Ombudsman (ABO Nacional). Servidor efetivo do Tribunal Regional Eleitoral do Ceará, tendo ocupado as funções de chefe da Seção de Estatísticas Eleitorais, Assessor Jurídico da Vice-Presidência, Secretário da Corregedoria, Assessor-chefe da Ouvidoria e, atualmente, assistente do Núcleo de Pesquisa e Estudos Eleitorais Avançados. Foi membro do Grupo Nacional de Estudos do Cadastro Eleitoral (TSE, 2005-2011) e assessorou a criação do Colégio de Ouvidores da Justiça Eleitoral (COJe, 2011-2013). Tem experiência na área de Direito Público, com ênfase em Direito e Processo Eleitoral e em Direitos Fundamentais, atuando nas áreas de: Direito Eleitoral; Gestão da Informação (GI); Gestão Pública Participativa; Democracia Participativa; Acesso à Informação, Transparência e Controle Social na Administração Pública; Ouvidorias Públicas; Sistemas de Gestão, Organizações e Estratégia.
