Agronomist and Master in Irrigation and Drainage from the Federal University of Ceará - UFC. He holds a PhD in Sciences, area of concentration in Irrigation and Drainage from ESALQ / USP (2009) with a sandwich internship in Córdoba - Spain at the Instituto de Agricultura Sostenible (IAS / CSIC). From November 2012 to October 2013 he did a postdoctoral fellowship with a CNPq grant from the University of California, Davis (UCDAVIS) where he was a Visiting Researcher at the Department of Land, Air and Water Resources (LAWR). He currently holds the position of Executive Secretary for Agribusiness of the Secretariat for Economic Development and Labor of the Government of the State of Ceará-SEDET, planning and developing actions, plans, projects and partnerships for the development of agribusiness in Ceará. He was a professor at the CENTEC Institute's Irrigation Technology Course from August 2001 to February 2011. Regional Director of the CENTEC Faculty in Sobral, from July 2004 to January 2006 and Technical Manager of the Laboratory for Testing Irrigation Equipment - LEEI, laboratory which was accredited by INMETRO in 2007. In January 2007 he was one of the founders of the Institute for Research and Innovation in Irrigated Agriculture - INOVAGRI. At INOVAGRI he was part of the organizing committee of the International Workshop on Technological Innovations in Irrigation - WINOTEC in 2007 and since then he has participated in the organization of important international events such as the INOVAGRI International Meeting, which is already in its fifth version and these actions have already provided the presence of more 200 international speakers, 300 national, attending approximately 6,000 subscribers in all editions. He participated in the organization of the Inovagri Meeting Virtual in 2020 and also in the INOVAGRI Webinar series on that Institute's You Tube channel, which has already received more than 100 thousand views. He is President of the Organizing Committee of the VIII Inovagri International Meeting and XXXII Brazilian Congress of Irrigation and Drainage - CONIRD. He participates in the executive team of several projects and among them, the National Institute of Science and Technology in Irrigation Engineering (INCT-EI), which was based at ESALQ / USP, can be highlighted. In 2012 and 2014, he coordinated the Irrigation and Drainage Courses Program conducted by the National Water Agency - ANA across the country. Regionally coordinated the Irrigation Advisory Service Project - SAI, a project carried out in the Irrigation District of Baixo Acaraú - CE. He is a volunteer researcher at the INOVAGRI Institute and participates in international projects with several institutions in the Chile, Italy, Spain, France and United States. He was Director of Agribusiness at the Development Agency of the State of Ceará - ADECE from 2015 to 2019. He was a member of the Deliberative Council Since 2013 he participates at the CIGR - International Commission of Agricultural and Biosystems Engineering, like a member of Technical Sections I: Land and WaterSEBRAE and of the Superior Council of the Ceará Foundation for Support to Scientific and Technological Development - FUNCAP. Since 2015 he is a member of the Ceará Water Resources Council - CONERH. Represents the Federation of Agriculture and Livestock of the State of Ceará - FAEC in the National Irrigation Commission of the Confederation of Agriculture and Livestock of Brazil - CNA. He is Director of Certifications and Events of the Brazilian Association of Irrigation and Drainage - ABID. Since August 2019, he has been a member of FUNCAP's Chamber of Public Innovation. He is member of the Water Security and Governance Project Committee (IPF-Ceará) for the execution of the Project financed by the World Bank and is also Coordinator of the sub-Project ?Water Use Efficiency in the Agricultural Sector for five hydrographic basins of Ceará ?.
Engenheiro Agrônomo e Mestre em Irrigação e Drenagem pela Universidade Federal do Ceará - UFC. É Doutor em Ciências, área de concentração em Irrigação e Drenagem pela ESALQ/USP (2009) com estágio sanduíche em Córdoba - Espanha no Instituto de Agricultura Sostenible (IAS/CSIC). De novembro de 2012 a outubro de 2013 fez Pós-doutorado com bolsa do CNPq na Universidade da Califórnia, Davis (UCDAVIS) onde foi Pesquisador Visitante no Department of Land, Air and Water Resources (LAWR). Atualmente é Secretário Executivo do Agronegócio da Secretaria do Desenvolvimento Econômico e Trabalho do Governo do Estado do Ceará - SEDET, planejando e desenvolvendo ações, projetos e parcerias para o desenvolvimento do agronegócio cearense. Em sua carreira profissional foi professor do Curso de Tecnologia da Irrigação do Instituto CENTEC de agosto de 2001 a fevereiro de 2011 e nesse período foi Diretor Regional da Faculdade CENTEC de Sobral, de julho de 2004 a janeiro de 2006 e Gerente Técnico do Laboratório de Ensaios em Equipamentos de Irrigação - LEEI, laboratório este que foi acreditado pelo INMETRO em 2007. Em janeiro de 2007 foi um dos fundadores do Instituto de Pesquisa e Inovação na Agricultura Irrigada - INOVAGRI. No INOVAGRI fez parte da comissão organizadora do Workshop Internacional sobre Inovações Tecnológicas na Irrigação - WINOTEC em 2007 e desde então participa da organização de importantes eventos internacionais como o INOVAGRI International Meeting que já está em sua quinta versão e essas ações já proporcionaram a presença de mais de 200 palestrantes internacionais, 300 nacionais, atendendo a aproximadamente 6.000 inscritos em todas as edições. Participou da organização do Inovagri Meeting Virtual em 2020 e também da série Webinar INOVAGRI no canal do You Tube daquele Instituto, que já recebeu mais de 100 mil visualizações. É Presidente da Comissão Organizadora do VIII Inovagri International Meeting e XXXII Congresso Nacional de Irrigação e Drenagem - CONIRD. É membro da equipe executora de diversos projetos e dentre eles pode-se destacar o Instituto Nacional de Ciência e Tecnologia em Engenharia da Irrigação (INCT-EI), que teve sede na ESALQ/USP. Em 2012 e 2014 coordenou o programa de capacitação em irrigação e drenagem realizado pela Agência Nacional de Águas - ANA em todo o país. Coordenou regionalmente o Projeto Serviço de Assessoramento ao Irrigante - SAI, projeto executado no Distrito de Irrigação do Baixo Acaraú - CE. É pesquisador voluntário do Instituto INOVAGRI e participa de projetos internacionais com diversas Instituições no Chile, Itália, Espanha, França e Estados Unidos. Foi Diretor de Agronegócios da Agência de Desenvolvimento do Estado do Ceará - ADECE de 2015 a 2019. Foi membro do Conselho Deliberativo do SEBRAE e do Conselho Superior da Fundação Cearense de Apoio ao Desenvolvimento Científico e Tecnológico - FUNCAP. Desde 2013 participa da CIGR - International Commission of Agricultural and Biosystems Engineering, como membro do Technical Sections I: Land and Water. Desde 2015 é membro do Conselho de Recursos Hídricos do Ceará - CONERH e atualmente coordena a Câmara Técnica de Apoio à Alocação de Água para Agropecuária nas Bacias Hidrográficas do Estado. Representa a Federação da Agricultura e Pecuária do Estado do Ceará - FAEC na Comissão Nacional da Irrigação da Confederação da Agricultura e Pecuária do Brasil - CNA. É Diretor de Certificações e Eventos da Associação Brasileira de Irrigação e Drenagem ? ABID. Desde agosto de 2019 é membro da Câmara de Inovação Pública da FUNCAP. É membro do Comitê do Projeto de Segurança Hídrica e Governança (IPF-Ceará) para a execução do Projeto financiado pelo Banco Internacional para Reconstrução e Desenvolvimento - BIRD, sendo Coordenador do sub-Projeto: Eficiência do uso da água no setor agropecuário para cinco bacias hidrográficas do Ceará.
