Graduado em Direito pela Universidade Federal do Ceará (2003), Mestre (2006) e Doutor (2011) em Direito das Relações Sociais pela Pontifícia Universidade Católica de São Paulo (PUC-SP). Pós-doutor em Direito pela Universidade Presbiteriana Mackenzie, pela Universidade de Fortaleza (UNIFOR) e pelo Mediterranea International Centre for Human Rights Research (MICHR). Procurador Federal desde 2003. Desde 2019, em exercício na Coordenação-Geral de Matéria de Benefícios da Procuradoria Federal Especializada em Brasília. Professor no Programa de Pós-Graduação stricto sensu do Centro Universitário Christus (Unichristus) e no curso de graduação em direito do Centro Universitário Farias Brito (FBUni). Autor de livros e artigos. Tem experiência na área de Direito com ênfase em direito ao desenvolvimento e em direito da seguridade social.
