Graduou-se em Linguística pela Universidade Estadual de Campinas em 1985; concluiu o mestrado em Linguística Teórica, Filosofia e História na Universidade de Konstanz, Alemanha, em 1990, sob a orientação de Peter Auer; finalizou o doutorado em Linguística na Universidade Estadual de Campinas em 2004, sob a orientação de Ataliba Castilho, e fez o primeiro pós-doutorado na Universidade Autônoma Metropolitana Iztapalapa, no México, com Rainer Enrique Hamel. Fez o segundo pós-doutorado em 2019 na Universidade de Hyderabad, na India, e na Universidade Estatal Russa para as Humanidades, em Moscou, na Federação Russa.
De 2002 a 2010 coordenou o IPOL - Instituto de Investigação e Desenvolvimento em Política Linguística, de Florianópolis, e entre 2010 e 2014 respondeu pela Direção Executiva do Instituto Internacional da Língua Portuguesa (IILP), da Comunidade dos Países de Língua Portuguesa (CPLP), situado em Cabo Verde.
No ano de 2014 recebeu o Prêmio Personalidade Lusófona do Ano do Movimento Internacional Lusófono (MIL) e em 2015 o Prêmio Meendinho, da Fundação Meendinho, por serviços prestados à Língua Portuguesa e à Galiza.
Atualmente é professor associado da Universidade Federal de Santa Catarina e Secretário Executivo Interino da MAAYA - Rede Mundial de Multilinguismo, com sede em Paris. Desde 2017 é Membro Correspondente da Academia Galega da Língua Portuguesa (AGLP) e no período 2917-2019 coordena o Programa de Políticas Linguísticas do Núcleo de Educação para a Integração (NEPI) da Associação de Universidades do Grupo Montevidéu (AUGM). É o Coordenador Geral da Cátedra UNESCO em Políticas Linguísticas para o Multilinguismo (2018-22), com sede na UFSC, que envolve 24 universidades em 13 países e se dedica a pesquisas as diferentes facetas do multilinguismo.
He graduated in Linguistics from the State University of Campinas in 1985; he completed his master's degree in Theoretical Linguistics, Philosophy and History at the University of Konstanz, Germany, in 1990 under the guidance of Peter Auer; he completed his Ph.D. in Linguistics at the State University of Campinas in 2004, under the guidance of Ataliba Castilho, and did postdoctoral studies at the Universidad Autónoma Metropolitana Iztapalapa in Mexico with Rainer Enrique Hamel.
From 2002 to 2010, he coordinated the IPOL - Institute for Research and Development in Linguistic Policy in Florianópolis, and between 2010 and 2014 he was responsible for the Executive Committee of the International Portuguese Language Institute (IILP), Community of Portuguese Speaking Countries (CPLP) located in Cape Verde.
In 2014 he received the Lusophone Personality of the Year Award from the International Lusophone Movement (MIL) and in 2015 the Meendinho Prize from the Meendinho Foundation for services rendered in Portuguese and Galicia.
He is active in the area of Language Policy and Language History, focusing on the issue of promotion and teaching of the Portuguese Language as a non-mother tongue and in promoting multilingualism and special bilingual education.
He is currently Associate Professor at the Federal University of Santa Catarina and Deputy Executive Secretary of MAAYA - World Multilingualism Network, based in Paris. Since 2017 he has been a Corresponding Member of the Academia Galega da Língua Portuguesa (AGLP) and in the period 2917-2019 he coordinates the Language Policy Program of the Núcleo de Educação para la Integración (NEPI) of the Association of Universities of the Montevideo Group (AUGM).
