Marcelo Sampaio de Alencar
was born in Serrita, Brazil in 1957. He received his Bachelor Degree in Electrical Engineering, from Universidade Federal de Pernambuco (UFPE), Brazil, 1980, his Master Degree from Universidade Federal da Paraiba (UFPB), Brazil, 1988 and his Ph.D. from University of Waterloo, Canada, 1994. Marcelo S. Alencar is IEEE Senior Member. For 18 years he worked for Federal University of Paraiba, as Full Professor. From 2003 to 2017 he was Chair Professor at the Department of Electrical Engineering, Federal University of Campina Grande, Brazil. He was Visiting Professor at the Federal University of Bahia. He is now with SENAI CIMATEC Slavador. Previously, he worked for the State University of Santa Catarina (UDESC). He spent some time working for Embratel and University of Toronto, as Visiting Professor. He is founder and President of the Institute for Advanced Studies in Communications (Iecom), founder and vice-president of the Academy of Sciences of Paraiba. He has been awarded several scholarships and grants, including three scholarships and several research grants from the Brazilian National Council for Scientific and Technological Research (CNPq), a scholarship from the University of Waterloo, a scholarship from the Federal University of Paraiba, an achievement award for contributions to the Brazilian Telecommunications Society (SBrT), an award from the Medicine College of the Federal University of Campina Grande (UFCG), an achievement award from the College of Engineering of the Federal University of Pernambuco, during its 110th year celebration, and the Academic Medal Professor Attílio José Giarola from the Brazilian Microwave and Optoelectronics Society (SBMO). He also wrote 12 chapters, including one to the book Communications, Information and Network Security, by Kluwer Academic Publishers, and the essay Historical Evolution of Telecommunications in Brazil for the IEEE Foundation. Marcelo S. Alencar has contributed in different capacities to the following scientific journals: Editor of the Journal of the Brazilian Telecommunication Society; Member of the International Editorial Board of the Journal of Communications Software and Systems (JCOMSS), published by CCIS; Member of the Editorial Board of the Journal of Networks (JNW), published by Academy Publisher; Founder and Editor-in-Chief of the Journal of Communication and Information Systems (JCIS), sponsored by the IEEE Communications Society (ComSoc) and SBrT. He is Emeritus Member of SBrT and was Vice-President External Relations. He has been involved as a volunteer for IEEE, SBMO, SBEB, IEICE and SBrT, including being a member of the Advisory or Technical Program Committee in several events. He served as member of the IEEE Communications Society Sister Society Board and as Liaison to Latin America Societies. He also served on the Council of IEEE's Sister Society SBrT.
