Formação: Graduação em Direito pela Universidade Federal de Juiz de Fora (UFJF, 1980). Mestrado em Direito e Estado pela Universidade de Brasília (UnB, 1986). Especialização em Direito Processual Civil pelo Instituto Brasileiro de Direito Processual (IBDP, 1989). Estudos de aperfeiçoamento em Ciências Penais na Universidade de Roma II ("Tor Vergata", 1991), Universidade de Frankfurt (1992-1995) e Universidade de Bochum (2006-2007). Professor Assistente de Ciências Penais da Faculdade de Direito da UnB (1996-2009). Professor em cursos de especialização na Escola Superior do Ministério Público da União (ESPMU) e congêneres.Atividade profissional: Subprocurador-Geral da República com atuação em matéria criminal da competência do Superior Tribunal de Justiça (STJ) desde 2005. Procurador-Chefe da Procuradoria Regional da República da 1ª Região (2001-2003). No Ministério Público Federal, atuou também na tutela das populações indígenas e do ambiente. Missão das Nações Unidas em Timor Leste (2000). Membro de comissão de especialistas internacionais para a elaboração das normas de funcionamento interno da Procuradoria junto ao Tribunal Penal Internacional (TPI, Haia, 2003). Chief Prosecutor of the Federal Prosecution Service for the 1st Region (PRR/1), with jurisdiction over 13 States and the Federal District and duties before the Plenum of the 1st Federal Court of Appeals (TRF1, 2001-2003). Other duties performed in the Federal Prosecution Service: judicial protection of the Aborigenes and Environment. Senior. Civil Affairs Officer at the UN Transitional Administration for East Timor (UNTAET): Dept. of Judicial Affairs and the Prosecution Service (2000). Member of an International Expert Commission with the task of developing draft regulations for the Office of the Prosecutor before the International Criminal Court (ICC, The Hague, 2003).
