He holds a degree in Legal and Social Sciences from the Federal University of Rio de Janeiro, Faculdade Nacional de Direito (1979), a Master?s in Law from the Pontifical Catholic University of Rio de Janeiro (1982) and a PhD in Law from the State University of Rio de Janeiro ( 1999). He was a Visiting Scholar at the Lewis and Clark School of Law (Portland, Oregon), President of the Brazilian Union of Environmental Advocacy - UBAA. President of the Environmental Law Commission of the Brazilian Lawyers Institute - IAB. Member of the World Commission of Environmental Law of the International Union of Conservation of Nature (WCEL - IUCN) . Retired Public Prosecutor, having worked for several years in the field of environmental protection. Winner of the 2022 Elisabeth Haub Award for Environmental Law and Diplomacy Associate Professor at the Federal University of the State of Rio de Janeiro - UNIRIO.- former Coordinator of the Graduate Program in Law and Public Policy - PPGD~UNIRIO. Head of the Department of Positive Law at the School of Legal Sciences at the Federal University of the State of Rio de Janeiro - UNIRIO. Professor of Environmental Law Author of several books

Possui graduação em Ciências Jurídicas e Sociais pela Universidade Federal do Rio de Janeiro, Faculdade Nacional de Direito (1979), mestrado em Direito pela Pontifícia Universidade Católica do Rio de Janeiro (1982) e doutorado em Direito pela Universidade do Estado do Rio de Janeiro (1999).
