Doctor of Science (D.Sc.), Researcher, former Director of the Alcântara Launching Center (CLA), has graduation in Aeronautical Sciences from Air Force Academy - AFA (1987), specialization in Techniques of Remote Sensing and Geo-processing from University of Vale do Paraíba - UNIVAP (1992), master's degree in Applied Computing, in the field of Computer Graphics, from National Institute for Space Research - INPE (1996), doctorate in Applied Computing, in the fields of Software Engineering and Geodesy, from National Institute for Space Research - INPE (2002), MBA in Administrative Management from Fluminense Federal University - UFF (2004) and MBA in Executive Administration from Getúlio Vargas Foundation - FGV (2012).He worked for about 20 years in the area of Science and Technology, having assumed various functions, such as Director, Researcher, Launching Operations Coordinator, Project Manager, Systems Analyst, Programmer, Specialization Course Coordinator, Advisor and Professor in the following organizations: Alcântara Launching Center - CLA, Barreira do Inferno Launching Center - CLBI, Institute of Aeronautics and Space - IAE, Institute of Advanced Studies - IEAv, Institute of Airspace Control - ICEA, Institute of Flight Protection - IPV, Technologic Institute of Aeronautics - ITA, University of Vale do Paraíba - UNIVAP.Author of the Cartographic Projection System GPR - Global Projection of Rangel (2002) for the three﷓dimensional representation of the terrestrial globe with precision in calculations of distance, azimuth and height, to be used in monitoring and simulation systems with geodetic positioning, and of the book "Practical Course - Object-Oriented Programming with C++ Builder for Windows" (1997). Rangel has managed and developed several computational systems, using object-oriented analysis and design, and "C++" and Java programming languages.The Researcher has experience in the fields of Geodesy, Computer Graphics, Software Engineering, Object﷓Oriented Systems Development, Real Time Systems, Simulation Systems, Network Security, Numerical Interpolation, Remote Sensing, Development of Instrumented Rockets, Rockets Launching, Air Traffic, Education and Executive Administration.Ricardo Rangel, Colonel of Brazilian Air Force, helicopter pilot, currently is Deputy Military Advisor of the Permanent Mission of Brazil to the United Nations in New York, USA.

Ricardo Rangel, Doutor em Ciências, pesquisador, ex-Diretor do Centro de Lançamento de Alcântara, possui graduação em Ciências Aeronáuticas pela Academia da Força Aérea - AFA (1987), especialização em Sensoriamento Remoto pela Universidade do Vale do Paraíba - UNIVAP (1992), mestrado em Computação Aplicada, na área de Computação Gráfica, pelo Instituto Nacional de Pesquisas Espaciais - INPE (1996), doutorado em Computação Aplicada, nas áreas de Engenharia de Software e Geodésia, pelo Instituto Nacional de Pesquisas Espaciais - INPE (2002), MBA em Administração pela Universidade Fluminense - UFF (2004) e MBA em Gestão Administrativa pela Fundação Getúlio Vargas - FGV (2012). Trabalhou por cerca de 20 anos na área de Ciência e Tecnologia, tendo assumido diversas funções, tais como Diretor, Pesquisador, Coordenador de Operações de Lançamento, Gerente de Projeto, Analista de Sistemas, Programador, Coordenador de Cursos de Pós-Graduação, Orientador e Professor, nas seguintes Organizações: Centro de Lançamento de Alcântara - CLA, Centro de Lançamento da Barreira do Inferno - CLBI, Instituto de Aeronáutica e Espaço IAE, Instituto de Estudos Avançados IEAv, Instituto de Controle do Espaço Aéreo ICEA, Instituto Tecnológico de Aeronáutica ITA, Universidade do Vale do Paraíba - UNIVAP. Autor do Sistema de Projeção Cartográfica GPR (2002) para representação tridimensional do globo terrestre, com precisão nos cálculos de distância, azimute e altura, para aplicação em sistemas de monitoramento e simulação com posicionamento geodésico, e, ainda, do livro "Programação Orientada a Objetos com C++ Builder" (1997), Ricardo gerenciou e desenvolveu diversos sistemas, empregando análise e projeto orientados a objetos e linguagens de programação "C++" e Java. Possui experiência nas áreas de Geodésia, Computação Gráfica, Engenharia de Software, Desenvolvimento de Sistemas Orientados a Objetos, Sistemas de Tempo Real, Sistemas de Simulação, Segurança de Redes, Interpolação Numérica, Sensoriamento Remoto, Desenvolvimento de Foguetes Instrumentados, Lançamento de Foguetes, Tráfego Aéreo, Ensino e Administração Executiva. Ricardo Rangel, Coronel da Força Aérea Brasileira, piloto de helicóptero, atualmente é Assessor Militar da Missão Permanente do Brasil junto às Nações Unidas em New York, USA.
