Fernando Buarque de Lima Neto

FERNANDO BUARQUE DE LIMA NETO é brasileiro, com doutorado em Inteligência Artificial pela University of London(2002), Diploma do Imperial College London-DIC, em Redes Neurais Artificiais(2002), mestrado em Ciência da Computação pela Universidade Federal de Pernambuco(1998) e graduação em Ciência da Computação pela Universidade Católica de Pernambuco(1990). Leu Filosofia da Ciência e Neurociências no Imperial College London, e cursou um ano do Lato Sensu em Administração na Escola de Administração da Universidade de Pernambuco-UPE. Em 2021 foi indicado para o Board do Institute for intelligent Systems (IIS) da Universidade de Johannesburg e Chair do Task-Force LACCI do IEEE CIS. Em 2020 foi eleito membro permanente da Academia Pernambucana de Ciências-APC. Em 2019 visitou a Eng. Elétrica e Computação da Universidade da Florida, como bolsista CAPES-PVE Sênior. Em 2018 foi nomeado por cinco anos para o Conselho Superior da FACEPE, e nomeado por dois anos, Embaixador de Pesquisa da Universidade de Münster-WWU. Em 2014-15 realizou estágio pós-doutoral senior no Centro Europeu de Sistemas de informação-WWU. É Livre Docente/Professor Associado da UPE na centenária Escola Politécnica de Pernambuco-POLI, e membro permanente do Programa de Doutorado em Eng. de Computação. Possui quatro posições acadêmicas internacionais ativas: (i) Honorary Professor no CEMPS da Universidade de Exeter/UK, (ii) VIP ('Visiting Int. Professor-Gastprofessor') na Economia-Administração da WWU/Alemanha, (iii) Adjunct Professor da Eng. Elétrica e Computação da Texas A&M University/EUA, e (iv) Visiting Professor na Eng. Elétrica da University of Johannesburg. Professor Buarque é Alexander von Humbold Fellow/Alemanha, Senior Member da IEEE/EUA, e Bolsista PQ - CNPQ(2010-2018,2022-). Ele fala fluentemente português, inglês e espanhol e compreende francês, alemão e italiano; possui mais de 220 trabalhos publicados; e orientou com sucesso cerca de 45 teses e dissertações, 40 trabalhos de conclusão de graduação em Eng. de Computação e 40 iniciações científicas. Suas três linhas de pesquisa atuais são (1) Inteligência Artificial(IA)/Computacional(IC): Metaheurísticas Evolucionárias, Sociais e Híbridas, (2) Modelagem/Simulação de Problemas Reais Complexos, e (3) Sistemas de Decisão explicáveis via Semiótica Computacional. Regularmente recebe visitantes estrangeiros oriundos de suas colaborações internacionais. O Prof. Buarque possui longa trajetória de palestrante internacional, em 2021: Namíbia/Portugal; 2020: Nigéria/UK/Portugal; 2019:Itália/EUA/Equador/China/A. do Sul/Alemanha; 2018:Alemanha/A. do Sul; 2017:Haiti/Alemanha/Peru/Equador/Honduras; 2016:Colômbia/Bolívia/Alemanha/EUA; 2015: Alemanha/Itália; 2014:Macedônia/Alemanha; 2013:Brasil; 2012:França/A. do Sul; 2011:Alemanha/China; e, 2009-10:EUA. Em 2014-15 foi Diretor-Presidente da Sociedade Brasileira de Inteligência Computacional-SBIC; 2014-16, Membro da Comissão Assessora da Área de Engenharia da Computação-ENADE do INEP/MEC; 2014-15, Ponto Focal Brasil/Co-Chair dos Simpósios Brasil-Alemanha em Fronteiras da Ciência e da Tecnologia BRAGFOST; e foi um dos cinco delegados brasileiros no British Council '2013-Going Global-Dubai'. Buarque organizou e presidiu o 11o. Congresso Brasileiro de Inteligência Computacional-CBIC e 1o. 'BRICS Congress on Computational Intelligence'. Em 2012 foi 'Professeur Invité' no INRIA Paris-Rocquencourt e foi 'Graduate Faculty' por seis anos no Florida Institute of Technology-FIT. Ele já foi membro da Câmara de Inovação da FACEPE; na UPE foi Diretor da Pós-Graduação, Chefe de Departamento/Coordenador da Pós-Graduação em Computação; no INEP/MEC foi Avaliador (cursos/instituições) e contribuinte do BNI-ENADE. Hoje é avaliador de projetos para a Comunidade Europeia (CORDIS/ERANet-LAC), NRF e HESA (A. do Sul), CNPq, CAPES e FACEPE. De 2013-21 foi 'Steering Committee Coordinator' do IEEE LA-CCI em 2014-Argentina, 2015-BR, 2016-Colômbia, 2017-Peru, 2018-Mexico, 2019-Equador, 2020-21/Chile.

FERNANDO BUARQUE DE LIMA NETO, a Brazilian Citizen, holds a PhD in Artificial Intelligence by University of London (2002), Diploma of Imperial College in Artificial Neural Networks (2002), a Master?s Degree in Computing by Federal University of Pernambuco (1998) and a Bachelor degree in Computer Science by Catholic University of Pernambuco (1990). He has read Philosophy of Science and Neuroscience at Imperial College London and studied Business Administration at School of Business Administration of State University of Pernambuco. Fernando Buarque can speak Portuguese, English and Spanish, and communicates in French, German and Italian. Dr. Fernando Buarque is an accredited researcher by CNPq (The Brazilian Research Council) since 2010, has published over 100 papers on Artificial and Computational Intelligence, has supervised about 20 successful postgraduate theses/dissertations, 30 graduation projects and over 40 scientific initiations (undergrads). His research interests are (a) Computational Intelligence (Metaheuristics involving Evolutionary, Social and Hybrid), (b) Modeling of Stochastic and Complex Problems, and (c) Decision Support Systems (including Computational Semiotics). Regularly, he welcomes visitors to his Lab (originated from his collab. network of 12 universities, 9 of which abroad) and is regularly invited to deliver technical talks abroad (e.g. on 2009, 2010 in USA, on 2011 in Germany and China, on 2012 in France and South Africa and on 2013/2014 in Brazil). Prof. Fernando Buarque is full-time habilitated academic staff in the School of Engineering ? POLI ? of University of Pernambuco ? UPE, where he sits as (i) Associate Professor of Computing Engineering ? Ecomp, (ii) Associate researcher in the Computer Engineering postgraduate Program ? PPG-EC, (iii) Associate researcher in Systems Engineering postgraduate Program ? PPG-ES, (iv) head of the Computational Intelligence Research Group ? CIRG, (v) coordinator of the Cybernetics Lab of UPE ? CYBERLAB, and (vi) International Relations Coordinator of School of Engineering ? POLI. He was member of the Innovation Chamber of FACEPE, department head, Masters Program coordinator, evaluator for Education Ministry, contributor to National Exam Bank ? ENADE and projects referee for the European Community (Base CORDIS), and funding agencies NRF e HESA (South Africa), CNPq, CAPES e FACEPE. In the last three years, in 2011 visited Germany funded by Alexander von Humboldt Foundation, presented his habilitation thesis at University of Pernambuco and was appointed visiting Professor to University of Johannesburg, South Africa. In 2012 visited INRIA Paris-Rocquencourt as 'Professeur Invité', France; and was appointed 'Graduate Faculty' of Florida Institute of Technology ? FIT, USA. In 2013 was selected one of the Brazilian delegates on the Going Global 2013-Dubai promoted by the British Council, and organized and chaired the 11th Brazilian Congress on Computational Intelligence & 1st BRICS-Countries (World) Congress on Computational Intelligence. Currently, he is also leading international initiatives to bring together many academic institutions of BRICS as well as Latin American Countries to create a large collaboration networks on Computational Intelligence (BRICS-CCI e LA-CCI). Recently, he was elected President of the Brazilian Computational Intelligence Society for 2014/2015. The Education Ministry appointed him to Area Committee of Computer Engineering ? ENADE-2014. He has also been appointed by CAPES/Alexander von Humboldt Foundation: (i) Co-Chair for 2014-2015 BRAGFOST ? Brazilian-Germany Frontiers of Science and Technology Symposium and (ii) selected for a Humboldt Fellowship (experienced researcher) to fund his sabbatical at The European Center for Information Systems, School of Business and Economy of University of Münster, Germany, during 2014-2015.
