Forçoso é reconhecer que as classes menos favorecidas sofrem com mais intensidade os problemas advindos das falhas de planejamento e execução da administração, nos diversos níveis. Essa situação agrava as desigualdades já existentes, principalmente em alguns eixos detectados. Pode-se dizer que não estão sendo obedecidos os preceitos constitucionais, oriundos de direitos conquistados ao longa da História, não raro, à custa de muitos sacrifícios. Como ente federativo, apesar da limitação de recursos, na maioria dos casos, o município pode agir, de forma eficaz e decisiva, com a abordagem simultânea de diversos aspectos, tendentes ao atendimento dos anseios de justiça distributiva e reconhecimento das pessoas, individualmente, e da população, de maneira geral. É necessário que se leve em conta as características do município e, ainda, a necessidade da inclusão de todos os habitantes, respeitando suas diferenças. Em resumo, uma governança responsável e competente do município muito pode fazer para um aumento da qualidade de vida da população, especialmente das classes trabalhadoras. A proposta deste trabalho é abordar o assunto, arriscando a formular algumas sugestões
It is necessary to recognize that the less favored classes suffer more intensely the problems arising from the planning and execution failures of the administration, in the several levels. This situation exacerbates existing inequalities, especially in some detected axes. It can be said that the constitutional precepts, derived from rights conquered in the long history are not being obeyed, not infrequently, at the cost of many sacrifices. As a federative entity, despite the limited resources, in most cases, the municipality can act, effectively and decisively, with the simultaneous approach of several aspects, aimed at meeting the desires of distributive justice and recognition of individuals, individually, and of the population, in general. It is necessary to take into account the characteristics of the municipality and the need to include all inhabitants, respecting their differences. In short, a responsible and competent governance of the municipality can do much to increase the quality of life of the population, especially the working classes. The proposal of this work is to approach the subject, at the risk to formulate some suggestions
