O primeiro Princípio Fundamental das Estatísticas Oficiais, estabelecido pela Comissão de Estatística das Nações Unidas em 1994 e aprovado pela Assembleia Geral das Nações Unidas em 2014, determina a finalidade social das estatísticas oficiais e como estas devem ser produzidas e disseminadas em uma sociedade democrática. O objetivo da presente pesquisa é analisar e refletir sobre o desempenho do IBGE no cumprimento das diretrizes de relevância, imparcialidade e igualdade de acesso, estabelecidas neste primeiro Princípio, em relação à produção e disseminação de suas estatísticas. A análise e reflexão sobre o objeto da pesquisa envolvem desde a apreciação de várias questões relacionadas ao processo de produção e disseminação das estatísticas públicas até a consulta a um grupo de painelistas especialistas no uso dos dados do IBGE, utilizando a técnica Delphi. A primeira questão apreciada é sobre o lugar da estatística pública na sociedade capitalista. Desde a época do mercantilismo na Europa, quando surgiu a necessidade da racionalização das práticas de governar e de um novo saber, o saber estatístico constitui uma dimensão essencial ao exercício do poder e fonte de conhecimento sobre as forças constitutivas do Estado. Apesar de sua genealogia, discute-se a possibilidade da estatística constituir também um recurso de contrapoder e ser usado pelos novos sujeitos na defesa e construção de seus interesses individuais e coletivos. O segundo ponto, objeto de análise, é a apresentação da estrutura organizacional do sistema estatístico brasileiro e a inserção do IBGE como órgão central e coordenador do sistema. A terceira questão sob análise é a existência de alguns gargalos, inseridos na teia de relações entre usuários, produtores e Estado, que constituem entraves ao cumprimento da finalidade social do sistema estatístico. E, por último, é realizada uma consulta aos usuários especialistas sobre a relevância, imparcialidade e igualdade acesso das estatísticas do IBGE. Os temas para avaliação dos painelistas estão embasados na correspondência estabelecida entre o primeiro Princípio Fundamental das Estatísticas Oficiais e os princípios definidos no Código de Boas Práticas das Estatísticas do IBGE. Os resultados de consensos e divergências dos usuários especialistas em relação aos temas apresentados mostram que, de uma forma geral, existem pontos fortes em que o IBGE se destaca e pontos em que a instituição precisa dedicar mais atenção para que possa cumprir sua finalidade social em uma sociedade democrática
The first Fundamental Principle of Official Statistics, established by the United Nations Statistical Commission in 1994 and endorsed by the General Assembly of the United Nations in 2014, determines the social purpose of official statistics and how they should be produced and disseminated in a democratic society. The objective of this study is to analyze and reflect on the performance of the IBGE in compliance with the guidelines of relevance, impartiality and equality of access established in this first Principle in relation to the production and dissemination of its statistics. The analysis and reflection on the object of the study involve since the appreciation of several issues related to the process of production and dissemination of public statistics until the consultation to a group of panelists specialized in the use of IBGE data, using the Delphi technique. The first issue is about the place of public statistics in capitalist society. Since the era of mercantilism in Europe, when the need to rationalize the practices of governing and new knowledge arose, statistical knowledge is an essential dimension to the exercise of power and source of knowledge about the constitutive forces of the State. Despite its genealogy, it is discussed the possibility that statistics can also be a resource of counter-power and be used by new individuals in the defense and construction of their personal and collective interests. The second point, object of analysis, is the presentation of the organizational structure of the Brazilian statistical system and the insertion of IBGE as the central body and coordinator of the system. The third issue under analysis is the existence of some bottlenecks, inserted in the web of relations between users, producers and the State, which constitute obstacles to the fulfillment of the social purpose of the statistical system. And finally, a consultation is made to the expert users on the relevance, impartiality and equal access of IBGE statistics. The themes for panelists' assessment are based on the correspondence established between the first Fundamental Principle of Official Statistics and the principles defined in the IBGE Code of Good Practice for Statistics. The results of consensuses and divergences of expert users regarding the themes presented show that, in general, there are strengths in which the IBGE stands out and points in which the institution needs to devote more attention so that it can fulfill its social purpose in a democratic society
