Professor do Bacharelado em Políticas Públicas (BPP) e do Programa de Pós-Graduação em Políticas Públicas (PGPP) da Universidade Federal do ABC (UFABC) e Bolsista Produtividade em Pesquisa do Conselho Nacional de Desenvolvimento Científico e Tecnológico (PQ/CNPq). Compõe a Rede Escola Pública e Universidade (REPU), a Articulação contra o Ultraconservadorismo na Educação, o GT de Políticas Educativas e Direito à Educação do Conselho Latino-americano de Ciências Sociais (CLACSO), o Consórcio Global sobre Privatização da Educação e Direitos Humanos (PEHRC - Privatisation in Education and Human Rights Consortium) e o Grupo de Pesquisa Direito à Educação, Políticas Educacionais e Escola (DiEPEE/UFABC). É coordenador da Clínica de Políticas Públicas e Direitos Humanos da UFABC (CPPDH/UFABC). Doutor em Direito do Estado pela Universidade de São Paulo - USP (2014), com graduação em Direito (2001) e mestrado em Educação Brasileira pela Universidade Federal do Ceará - UFC (2006). Realizou estágio científico junto ao Centro de Investigação em Educação (CIEd) do Instituto de Educação da Universidade do Minho (2019-2020). É editor-associado da revista Educação & Sociedade e sócio da Anistia Internacional Brasil e do Centro de Estudos Educação e Sociedade (CEDES), compõe as diretorias da Ação Educativa, do Instituto Campanha Nacional pelo Direito à Educação e da Campanha Latino-Americana pelo Direito à Educação (CLADE/Brasil). Foi coordenador do Bacharelado em Políticas Públicas da UFABC (2015 - 2017), presidente da Associação de Docentes da UFABC - ADUFABC (2020 - 2022), além de coordenador e membro do Fórum Permanente de Políticas Educacionais da UFABC. Foi pesquisador junto ao Centro de Pesquisa Jurídica Aplicada da Escola de Direito de São Paulo da Fundação Getúlio Vargas (FGV Direito SP) e coordenador do programa Ação na Justiça, da Ação Educativa (entre 2006 e 2014). Foi membro do Comitê Diretivo da Campanha Nacional pelo Direito à Educação, da coordenação colegiada da Plataforma Brasileira de Direitos Humanos Econômicos, Sociais, Culturais e Ambientais (Plataforma DhESCA Brasil) e da coordenação do Projeto de Monitoramento dos Direitos Humanos no Brasil. Realizou estágio profissional junto ao escritório para a América do Sul do Centro pela Justiça e Direito Internacional (CEJIL) e coordenou o programa de direitos sociais do Centro de Defesa da Criança e do Adolescente do Ceará (CEDECA Ceará).
Professor of the Bachelors in Public Policy (BPP), in Sciences and Humanities (BCH) and in Sciences and Technology (BCT) and of the Graduate Program in Public Policy (PGPP) at the Federal University of ABC (UFABC), CNPq Research Productivity Fellow. He is a member of the Public School and University Network (REPU), the Articulation against Ultraconservatism in Education, the WG on Educational Policies and Right to Education of the Latin American Council of Social Sciences (CLACSO), the Global Consortium on Privatization in Education and Human Rights (PEHRC - Privatisation in Education and Human Rights Consortium) and the Research Group Right to Education, Educational Policies and School (DiEPEE/UFABC). He is the coordinator of the Public Policy and Human Rights Clinic at UFABC (CPPDH/UFABC). He holds a PhD in State Law from the University of São Paulo - USP (2014), a bachelor's degree in Law (2001) and a master's degree in Brazilian Education from the Federal University of Ceará - UFC (2006). He held an scientific internship with the Center for Research in Education (CIEd) of the Institute of Education of the University of Minho (2019-2020). He is associate-editor of the journal Educação & Sociedade and a member of Amnesty International Brazil and the Centro de Estudos Educação e Sociedade (CEDES), composes the boards of directors of Ação Educativa, the Instituto Campanha Nacional pelo Direito à Educação, and the Campanha Latino-Americana pelo Direito à Educação (CLADE/Brazil). He was coordinator of the Bachelor of Public Policy at UFABC (2015 - 2017), president of the UFABC Faculty Association - ADUFABC (2020 - 2022), as well as coordinator and member of the Permanent Forum on Educational Policy at UFABC. He was a researcher at the Center for Applied Legal Research of the São Paulo School of Law of the Getúlio Vargas Foundation (FGV Direito SP) and coordinator of the program Action in Justice, of Ação Educativa (between 2006 and 2014). He was a member of the Steering Committee of the National Campaign for the Right to Education, of the collegiate coordination of the Brazilian Platform for Economic, Social, Cultural and Environmental Human Rights (Plataforma DhESCA Brasil) and of the coordination of the Project for Monitoring Human Rights in Brazil. She has worked as an intern at the South American office of the Center for Justice and International Law (CEJIL) and coordinated the social rights program of the Center for the Defense of Children and Adolescents of Ceará (CEDECA Ceará).
