Welber de Oliveira Barral

Possui graduação em Direito pela Universidade Estadual de Montes Claros (1990), mestrado em Direito pela Universidade Federal de Santa Catarina (1993) e doutorado em Direito pela Universidade de São Paulo (1999). Ex- Secretário de Comércio Exterior do Ministério do Desenvolvimento, Indústria e Comércio Exterior no Governo Lula (2007-2011). O Dr. Barral atualmente é consultor sênior da Barral M Jorge Consultores Associados, Presidente da Brazil Industries Coalition (BIC), Conselheiro da FIESP, da AMCHAM e da OAB, árbitro no Tribunal Permanente de Revisão do Mercosul e compõe a lista de painelistas da Organização Mundial do Comércio (OMC). Dr.Barral é Professor de Negociações Internacionais no Instituto Rio Branco, Professor licenciado da UFSC, além de Professor visitante da American University, Penn State University School of Law, e Universidad de Valencia. Atua ainda no conselho editorial da Revista de Ciências Jurídicas e Sociais da UNIPAR, da International Legal Materials e da Revista Evocati. Tem experiência na área de Direito, com ênfase em Antidumping, Subsídios, Medidas Compensatórias e Salvaguardas, atuando principalmente nos seguintes temas: Mercosul, Direito Internacional, OMC, Arbitragem e Comércio Internacional.

Professor Barral has a BA degree of Law from the University of Montes Claros, Minas Gerais (1990), an MA degree of Law from the Federal University of Santa Catarina (1993) and a PhD also in Law from the University of São Paulo (1999). Dr. Barral is a former Secretary of Foreign Trade of the Ministry of Development, Industry and Foreign Trade of Brazil, during the Lula admnistration (2007-2011). Currently, he is the managing partner and senior consultant of the Barral M Jorge & Associates as well as Chairman of the Brazil Industries Coalition (BIC), and external advisor for the Sao Paulo Industris Federation (FIESP), the American Chamber of Commerce (AMCHAM) and the Lawyers Association of Brazil (OAB). He is also an arbitrator at the Court of Revision of Mercosur, a member of the board of the WTO and a Professor at the Brazilian Diplomatic Academy (Instituto Rio Branco). Dr. Barral has wide experience in Law, having focused on Trade Remedies, Mercosur, dispute settlement and the WTO, and International Trade.
