Fernando Galindo Ayuda

Chair of Philosophy of Law in the University of Zaragoza. From 1982 Professor Titular of Philosophy of Law. Teaching on Philosophy of Law, Law and Computers and Ethics and legislation for engineers in the University of Zaragoza. From 1986 until today responsible of postgraduate courses of Law and Computers for Spanish, European and Iberoamerican jurists. From 1997 spanish responsible of the European Universities Legal Informatics Study Programme" EULISP Diplom. The Diplom is imparted by the Universities of: Bologna, Glasgow (Strathclyde), Hannover, London (Queen Mary and Westfield College), Leuven (K.U.), Namur, Oslo, Rovaniemi, Stockolm, Vienna and Zaragoza Fom 1999 coordinator of the Programme Legal framework for the information society (LEFIS), supported by the European Union, Socrates Programme Curriculum Development Advanced action. Countries and Universities participating in the Programme are: Austria, Linz and Vienna; Belgium, Louvain and Namur; Finland, Rovaniemi and Vaasa; Germany, Hanover and Münster; Italy, Bologna; Lithuania, Vilnius Law University; Netherlands, Rotterdam; Poland, Torun and Wroclaw; Spain, Burgos and Zaragoza; United Kingdom, Queen's University of Belfast and WarwickFrom 1984 responsible of researches and advice for Public Administrations, Judicial Power and Industry on Law and Computers. Most important topics: Legal databases and Artificial Intelligence (1984-1994), Computers, Communications and Public Administrations (1994-96), Regulation of digital signature (from 1997), regulation of Smart Cities.Joint researches in 1992-93 with the University of Linz (Austria) and in 1995-96 with the Queen´s University of Belfast (North Ireland).Between 1997 and 1998 responsible of the project AEQUITAS: Study of the legality of encrypted electronic messages, signed by digital signature and certificated by a third trusted party (TTP) as proof of evidence in criminal litigation, call INFOSEC 1996,DG XIII European Union. Participant in the AEQUITAS II Project (2001-2003), whose full title was Trust frame for electronic documents exchange between European judicial operators, and it s financed by the General Directorate XIII of the European Commission (IST-2000-29569). The general objective of the project was to speed up the procedures and to increase the effectiveness of the quality service that the judicial operators, specially Registrars and Attorneys render to the society, though the use of secure and confidential Internet communications.Legal adviser (from 1997) on the activities of the providers of certification services SISCER and FESTE.Author, editor and co-editor of 14 books, 64 chapters of books and 82 journals articles Author of the book: "Derecho e Informática", Madrid, La Ley-Actualidad, 1999Co-organiser in October of 1995 of the first meeting on "Cryptography, privacy and computer auto-determination", Faculty of Law and School of Engineering of the University of Zaragoza. Co-chairman of the conference: "Advances in electronic Government", co-organized with the International Federation of Information Processing (IFIP), Zaragoza 10-11 February 2000 Co-founder in November of 1997 of the "Foundation for the study of the security of the telecommunications" (FESTE). FESTE was integrated by the spanish General Council of the Notaries, General Council of the "Corredores de Comercio" and General Council of Lawyers (1997-2005).President of the Association for the Promotion of the Information Technologies and the Electronic Commerce (APTICE). APTICE was (between April 2000 and December 2011). a non profit association that had as principal object the creation of a Stamp of Guarantee of the Electronic Commerce (AGACE). Founders of APTICE are Telecommunications industries, Banks, Portals and Government. .Invited lecturer, referee of scientific conferences, journals and research programmes, and panellist.
