Graduado em Engenharia Química pela Universidade de São Paulo (1985), Bacharelado em Física pela Universidade de São Paulo (1986), mestrado em Ciências Espaciais/Mecânica Orbital pelo Instituto Nacional de Pesquisas Espaciais (1989), mestrado (1991) e doutorado (1993) em Engenharia Aeroespacial pela University of Texas at Austin. Participou do ?Curso de Verão? da International Space University (ISU) em 1989, em Estrasburgo, França.
Membro da "International Academy of Astronautics (IAA)". Participou como membro do Comitê de Astrodinâmica da "International Astronautical Federation (IAF)" por quatro mandatos de três anos. Eleito ?Associate Fellow? da American Institute of Aeronautics and Astronautics (AIAA).
Foi Chefe da Divisão de Mecânica Espacial e Controle do INPE entre 2009 e 2015, Coordenador Geral da Pós-Graduação do INPE entre 2007 e 2020, Pró-Reitor do INPE entre 2024 e 2021, Membro do Comitê de Assessoramento do CNPq em Engenharia Mecânica, Naval e Oceânica e Aeroespacial entre 2013 e 2015, tendo sido presidente do Conselho entre 2014 e 2015.
Elaborou pareceres para agencias de fomento nacionais e internacionais (Capes, CNPq, Fapesp, Swiss National Science Foundation, etc) e para mais de vinte periódicos nacionais e internacionais. Possui 54 auxílios a pesquisa, 23 bolsas nos pais e 5 bolsas no exterior concluídas na Fapesp e mais de 50 auxílios concluídos nas agências de fomento nacionais CNPq e Capes.
Obteve o ?Selo de Qualidade? como coordenador de projeto INCT do CNPq na chamada de 2014.
Participou de visitas técnicas a Instituições de Pesquisas Mexicanas (liderada pela CAPES em 2008, ISU na NASA/AMES em 2009, Instituto de Pesquisas Espaciais de Moscou (IKI) em 2010, Lulea Technical University em 2019.

Tem experiência na área de Engenharia Aeroespacial, com ênfase em Trajetórias Espaciais, atuando principalmente em: astrodinâmica, manobras orbitais, trajetórias espaciais.
Atualmente é consultor ´ad-hoc´ - bolsista (pq1A) do Conselho Nacional de Desenvolvimento Científico e Tecnológico, Chefe Substituto da Divisão de Pós-Graduação do INPE, Chefe do Serviço de Pós-Graduação, Vice-Presidente do Grupo Gestor da Política de Inovação do INPE.
Avaliador convidado para os rankings acadêmicos internacionais "Times Higher Education World University Rankings" e "QS World University Rankings" para as versões 2021 e 2022.

He was Head of INPE's Space Mechanics and Control Division in 2009-2015, Pro-Rector (2014-2021) and General Coordinator of INPE's Graduate Program between 2007 and 2020. Member of the CNPq Advisory Committee on Mechanical, Naval and Oceanic Engineering and Aerospace Engineering between 2013 and 2015, having been Chairman of the Board between 2014 and 2015.
He prepared reports for national and international funding agencies (Capes, CNPq, Fapesp, Swiss National Science Foundation, etc.) and for more than twenty national and international journals. It has 54 research grants, 23 grants in the country and 5 grants abroad concluded at Fapesp and more than 50 grants concluded at the national development agencies CNPq and Capes.
He obtained the ?Quality Seal? as CNPq's INCT project coordinator in the 2014 call.
