O trabalho se propõe a identificar as transformações ocorridas no modelo de exploração da infraestrutura aeroportuária brasileira nos últimos cem anos, com foco na transformação ocorrida a partir de 2011 e que resultou no modelo atualmente em vigor. Nesse sentido, apresenta considerações iniciais sobre o desenvolvimento da infraestrutura aeroportuária brasileira para contextualizar a transformação ocorrida. Em seguida, utiliza o método indutivo para investigar os equívocos do modelo anterior e que podem ter causado a transformação do modelo. Ato contínuo, analisa quais foram os objetivos principais idealizados pelo novo modelo de exploração e se o novo modelo tem alcançado esses objetivos nos últimos cinco anos. Finalmente, o trabalho apresenta alguns desafios que o novo modelo, por ainda estar em desenvolvimento, enfrentará e sugere contribuições para solução desses desafios. Como conclusão, o trabalho demonstra que a transformação no modelo de exploração da infraestrutura aeroportuária brasileira teve causas e objetivos claros, os quais não podem ser olvidados na condução do processo de desenvolvimento do setor aéreo. Ao final, o trabalho contribui para a solução de desafios que, por ser recente e ainda estar em aperfeiçoamento, o novo modelo certamente enfrentará.
The purpose of this dissertation is to identify the transformations occurred in the model of Brazilian airport infrastructure exploitation in the last hundred years, mainly the transformation that is going on since 2011 and that has conceived the current model. In this sense, it makes initials considerations about the development of Brazilian airport infrastructure in order to set the context of the referred transformation. Following, it uses the inductive approach to investigate the mistakes of the former model and that might have caused the transformation of the former model. Then, it analyzes what were the main purposes that the new model of exploitation has conceived and if the new model has been achieving these purposes for the last five years. Finally, the dissertation introduces some of the challenges that the new model will need to handle, since the changing process is still undergoing, and suggests contributions on how to deal with those challenges. In conclusion, the dissertation shows that the transformation of the model of Brazilian airport infrastructure exploitation had clear causes and purposes that cannot be forgotten during the development of the air sector. In the end, the dissertation contributes to solve the challenges that the new and still developing new model will certainly face.
